Amram Mitzna is an Israeli politician who served as the mayor of Haifa from 1993 to 2003. He was born in Kibbutz Dovrat to German Jewish refugees. He retired from the Israel Defense Forces in 1993 with the rank of major general (2nd highest ranking in the IDF) and had previously commanded the IDF Northern Command, he was decorated with the Medal of Distinguished Service for his actions during the Six-Day War.
