David M. Oates Vice Chairman, 2006-2008 David Oates has served as President and CEO of Oates Associates in Collinsville, IL for the last 15 years. He currently serves as a member of the ACEC Transportation Committee, the ACEC Peer Review Committee, and is an ACEC/PAC Trustee. Mr. Oates served as president of the Consulting Engineers Council of Illinois from 2003-2004. From 1992-1993 he was president of the Illinois Society of Professional Engineers. acec.org
