Ian Welsh is a Scottish politician and former Labour Member of the Scottish Parliament. He was born and brought up in Prestwick, Ayrshire, and has served as a councillor and as the leader of South Ayrshire Council. Welsh was elected to the Scottish Parliament in the 1999 election as the Labour candidate for Ayr. This seat was the most marginal of the election, Welsh had a majority of just 25 votes (0.07%) over the Conservative and Unionists. Wikipedia
