James N. Robey was elected in 1998 and 2002 as County Executive of Howard County, Maryland. He was the Chief of Police for the Howard County Police Department, an agency where he spent 31 years. James N. Robey was born on January 18, 1941, and raised in the small Howard County mill town of Daniels, once located on the banks of the Patapsco River.
