Jeffrey ("Jeff") Norman Rouse (born February 6, 1970 in Fredericksburg, Virginia) is a former international swimmer from the United States, who won the gold medal in the 100 metre backstroke at the 1996 Summer Olympics in Atlanta, Georgia.
