Dick Lee Ming Kwai was the Commissioner of Police of Hong Kong from 2003 to 2007. He attended The Chinese University of Hong Kong and joined the Royal Hong Kong Police Force (now Hong Kong Police Force) on December 1972 as a Probationary Inspector.
