Mr. McNeal became the Executive Director of High Reachers Employment and Training Inc. He was instrumental in orchestrating the merger between High Reachers and the Association of Retarded Citizens (ARC) in 1990 in Mountain Home and Elmore County. The ARC is a national organization chartered to serve people with mental or physical disabilities, and is committed to securing those individuals the opportunity to choose and realize their goals of where and how they live, learn, work and play. mountain-home.us
