Rand Beers is a former American counterterrorism adviser who served on the National Security Council under U.S. Presidents Ronald Reagan, George H.W. Bush, Bill Clinton, and George W. Bush. He also served as Assistant Secretary of State for International Narcotics and Law Enforcement Affairs under both President Clinton and President George W. Bush.
