Richard is currently the Nunn Prize Fellow at the Center for Strategic and International Studies in Washington, DC, a senior fellow at the CNA Corporation, and a consultant to the Department of Defense. Richard served as the 71st Secretary of the Navy from 1998 to 2001. He was the Undersecretary of the Navy from 1993 to 1997.
