Carol Bellamy, president and CEO of World Learning, will deliver the commencement address at Vermont Law School’s 31st commencement ceremony. The public is invited to attend the ceremony, which will begin at 10:30 AM on the South Royalton town green. Bellamy also serves as president of the School for International Training.

Prior to that, he was Chief Medical Officer, Division of Mental Hygeine, NYC Department of Health and Mental Hygeine, and formerly Medical Director, Project Renewal, Inc., a nonprofit agency serving homeless people in New York City. She was previously the Deputy Director of the Office of Mental Health Disaster Preparedness at the NYC Department of Health & Mental Hygiene.

Maureen O’Connor Ms. O’Connor is the Director of Library Services for the Queens Borough Public Library where she is responsible for public services including the Library’s adult and family literacy programs, job information centers, and services to immigrants and youth. Under her direction, the library is a partner in the Workforce 1 Career Center in Jamaica maintaining a kiosk and staff in the Resource Room.

Milga Morales Nadal , Ph.D. Dr. Morales Nadal is the Dean of Student Life at Brooklyn College, City University of New York, where she previously held multiple leadership positions in the School of Education. Her academic research centers around English language acquisition among Hispanics, multicultural education, and the education of Puerto Ricans in the United States.

Catherine Cowell has been a member for 59 years. She earned a BS from Hampton University in Virginia. Her MS was earned at the University of Connecticut and her PhD at New York University. She also served as our state president from 1971-73. Before that she was the Hospital in NY City and staff public health nutritionist from 1949-1971 to the NYC Department of Health and Director of the Bureau from 1971-1991.

Dr. Phelps has over two decades of emergency response experience, working as a paramedic and paramedic instructor in both Manhattan and throughout the metropolitan area. He formerly served as Assistant Commissioner for Emergency Management at the NYC Department of Health and Mental Hygiene, as a hospital emergency manager, and as a professor of emergency medicine at George Washington University School of Medicine.

Jessica Gray , ’04 Jessica, a Massachusetts native, obtained a B.A. from Stanford in Human Biology, with a concentration in Health Policy and Disease Management. While in college, she conducted her own research in tracking public funding for nutrition and obesity prevention, and also concentrated on collaborative efforts in addressing community health problems. She has experience both as an employee of the NYC Department of Health and the National Academy of Social Insurance.
